Ms. Miller is an experienced environmental scientist and project manager at New England Environmental, Inc. (NEE) having nineteen years of multi-disciplinary environmental experience managing and directing projects throughout New England. Ms. Miller is currently the Project Manager, directing and overseeing technical work. She is responsible for preparing proposals, supervising office staff and all aspects of project management. Responsible for completing project permits (Massachusetts Wetlands Protection Act, Massachusetts Environmental Policy Act and National Environmental Policy Act). She also completes Commonwealth of Massachusetts 401 Water Quality Certification applications, Chapter 91, Construction General Permits for stormwater and permits for the Army Corp of Engineers (Programmatic General Permit) and she is also experienced at wetland delineations, evaluating project impacts on wetlands and developing mitigation plans to minimize such impacts. Ms. Miller also supervises projects involving contaminant impacts to wetlands and rivers, working with engineering firms to remove the impacted materials and properly restore these resource areas. As an LSP, she supports these types of projects by providing assistance in navigating the Massachusetts Contingency Plan and other relative local, state and federal regulations.

Acted with dual responsibility managing and performing work associated with the planning and permitting group as well as the hazardous waste management and assessment group at Maguire Group Inc.

  • Responsible for preparing all environmental permits required for large infrastructure projects developed by architects and engineers. Provided field and construction oversight during the implementation of the projects. This included managing, performing and completing wetland field delineations, habitat evaluations and the identification of potential wetland and habitat replication areas for transportation, buildings, water, waste water, hazardous waste and port marine development groups within the company.
  • Permits prepared were under the guidelines of the Massachusetts Wetlands Protection Act and Rivers Protection Act, Massachusetts Environmental Policy Act (MEPA) and National Environmental Policy Act (NEPA). Permitting also included Commonwealth of Massachusetts 401 Water Quality Certification, Chapter 91, Construction General Permits for stormwater, and permits for the Army Corp of Engineers (Programmatic General Permit).
  • Hazardous Materials Investigations included the performance of field operations to evaluate the nature and extent of contamination in various environmental media as well as the design and implementation of point source removals, dewatering and on-site treatment of contaminated groundwater. Other essential skills include the preparation of health and safety plans, Quality Assurance Project Plans (QAPPs), cost estimates and remedial work plans to meet state and federal regulations graded and repositioned existing worldwide online payment system.

Personally oversaw and directed a Phase II – Comprehensive Site Investigation and Method 3 Human Health and Environmental Risk Assessment at an industrial solvent release site with DNAPL. Impacts to the bedrock and overburden aquifers, surface water and sediments were investigated. Oversaw the implementation of field pilot tests to evaluate the use of potassium permanganate (KMNO4) to remediate chlorinated solvents in groundwater at several sites. Field geophysics for bedrock delineation, photo-lineament analysis field mapping, video logging of boreholes, soil gas surveys, installation of bedrock cluster wells to depths of 200 feet and the installation of multilevel sampling units in the bedrock.
