Summary

Mr. Witten is an experienced Licensed Site Professional, hydrogeologist and project manager at New England Environmental, Inc. (NEE) having over 21 years of environmental consulting experience managing and directing projects throughout New England. Mr. Witten is currently the Division Manager for hazardous waste and hydrogeology projects, directing and overseeing project work. He is responsible for preparing proposals, supervising office staff and all aspects of project management. As an LSP, Mr. Witten has directed and brought to closure assessment and remediation projects in accordance with the Massachusetts Contingency Plan. These projects are primarily for commercial and industrial facilities to address petroleum, metals, and solvent contamination of soil and groundwater. Mr. Witten also works for residential clients who experience releases of oil or hazardous materials.

Directs Phase I and II hazardous waste site investigations; management of underground storage tank removals; site remediation including cleanup design, permitting and system installation; and permit filings under numerous state environmental statutes. Mr. Witten oversees environmental assessment and remediation projects that include enhanced oxidation, pump and treat, vapor extraction, excavation, and bioremediation remedies. He has project experience for both public and private clients that involve the interaction of water supply wells, hazardous waste sites, and landfills. Emphasis is on strategies that help bring Sites to closure.

Has also completed numerous water supply projects that involved field investigation and permitting for new water supply sources, pump tests, computer modeling of small-scale and town-wide aquifer systems, and Site-specific mapping of aquifer materials for various permitting needs. Expertise in this area lies in field testing, permitting, and computer modeling.

Led the hazardous waste assessment and remediation group at C&C’s Western Massachusetts Office for five years, and promoted the services of all company groups at public functions and meetings. Oil and hazardous materials investigations included the performance of field operations to evaluate the nature and extent of contamination in various environmental media as well as the closure of these Sites under the MCP. Areas of expertise included the design and implementation of point source removals, dewatering and on-site treatment of contaminated groundwater, and testing intrinsic properties of subsurface materials. Other essential skills included the preparation of health and safety plans, Remedial Monitoring Plans, and computer modeling of groundwater flow. Permits prepared included Groundwater Discharge Permits for proposed septic discharges and Requests for Determination of Applicability (RDA) for proposed assessment and remediation work within wetland resource areas.
