Text Box: New England Environmental, Inc. (NEE) was hired to provide consulting and drywell closure services for  this bus garage facility in Montague, MA.  The garage was inspected by the DEP and issued a Notice of Non-compliance (NON) for a garage floor drain, and for non-compliant use of a septic system (discharge of bus toilet wastes).  Garage floor drains connected to drywells are considered illegal injection wells by DEP and must be removed, replaced with a “tight tank”, or connected to municipal sewer with an oil-water separator.

· NEE coordinated drywell removal and soil excavation activities, including acquisition of removal permits, preparation of a Bill-of-Lading, Material Shipping Records, and Hazardous Waste Manifest documentation, and guidance relative to on-site safety practices.

NEE personnel supervised a subsurface investigation using a backhoe to dig test pits in the area of the drywell and the septic system. Sludge inside the drainpipe, soil at the drain outfall, and soil in the septic system leach field were sampled for laboratory analysis.

· The floor drains and discharge pipe for the illegal injection well  and the illegal discharge port for the septic system were all sealed. The drain and septic closures were both approved by the local Plumbing Inspector.

· The septic leach field sample results reported concentrations of  contaminants below their applicable Reportable Concentrations (RCs). 

· The sludge sample from the floor drain  reported concentrations above the applicable RCs and constituted a 120-day release notification condition.

· Under the Limited Removal Action (LRA) provision of the MCP, excavation and off-site disposal of up to 100 cubic yards of petroleum impacted soils are allowed for 120-day release conditions. Approximately 4 cubic yards of impacted soil was temporarily stockpiled on plastic until transportation and ultimate disposal at an asphalt batch facility. 

· Three drums of oily sludge were disposed of at a licensed hazardous waste disposal facility.

· NEE prepared a Drywell Closure Report documenting completed activities in compliance with State and local regulations.
