Text Box: After an initial review of previously published reports on this property, NEE conducted soil and groundwater sampling that led to an Imminent Hazard Evaluation for the presence of high levels of PCBs.  NEE then prepared a Release Abatement Measure (RAM) Plan under the MCP and a corresponding PCB Remediation Plan to the US-EPA, arguing that the PCBs detected were not regulated under TSCA based upon documented Site history. The project was designed to excavate the locations of known high PCB concentrations to control overall soil disposal costs. Installation of several groundwater monitoring wells confirmed the PCB and heavy metal impacts were limited to near-surface soil.

NEE prepared the application for a Brownfields Redevelopment Loan, and used the RAM Plan and PCB Remediation Plan in support of the projected financial costs and eventual environmental liability goals for the project.
